I really like the composition on this one. The colors are pretty good as well. I do have some big problems with the lines and the drop shadow effect. They seem to be done without any planning, they are just thrown up there or applied to the shape and it doesn't look good. I know that the cut-out paper isn't your style, but try to make the style work. You should spend a lot more time on these.
I like the values and the composition. I think there are some parts that arn't quite unified. I think I agree with mike with the cut paper. Either push is a little further (think that could really work on this peice) or take it back and unify the bird more with the background. I like this peice.
Try to design those scratchy lines better. They are too evenly spaced and you can vary the line thickness more. I like the effect you were trying to create though.
